Tower Hill Development Corporation is a family-owned, private real estate company, established over seven decades ago.
In the early 1940s, the company had a vision to create luxury real estate communities for the City of Toronto. At the time, the firm acquired, developed, constructed, marketed and managed a portfolio of single family home projects and residential apartments. From these roots, it expanded into high-rise condominium, retail and hotel developments.

Tower Hill Development Corporation continues to build and improve neighbourhoods throughout Toronto, for the residents of its buildings, as well as for the greater community. In each of its developments Tower Hill Development Corporation remains sensitive to the need to preserve the environment, improve the existing infrastructure and enhance the beauty of the City.
Tower Hill has just completed three projects valued at over $100 million in development and re-development costs which generated over $170 million in revenue. The projects featured new upscale condominiums which have been built at key sites in Toronto’s most prestigious neighbourhoods.
The first such community, located on Lawrence Avenue at Rosewell Avenue (near Avenue Road) consisted of one 88-unit luxury rental building and four mid-rise condominium buildings comprising 338 condominium units.
The second project, located on Pleasant Boulevard (one block South of the Yonge Street and St. Clair Avenue West intersection) was an upscale 32-unit Stacked Townhouse Project. This 42,239 square foot project consisted of two story, split level two bedroom townhouses.
The third project was The Churchill Park luxury condominium in the heart of Forest Hill on Spadina Road at St. Clair Avenue West. This 101,119 square foot luxury condominium consisted of only 43 luxurious suites, with interiors designed by the world famous interior designer, Katherine Newman.
Beyond the company’s luxury condominium projects, it is also currently developing a major new subdivision in Pickering, Ontario. This master planned community will be the new home to approximately 70,000 people. Tower Hill will be developing, building and selling approximately 3,000 homes as part of this community.

PRESIDENT – Robert Marvin Masters, Q.C.
Robert Marvin Masters Q.C. was appointed to the Queen’s Counsel in 1968. Robert M. Masters Q.C. is an expert in all areas of real estate law with a particular focus on commercial leasing. Currently, Robert works with his sons in their real estate development business. The company builds and sells luxury condominiums and single-family homes in the Greater Toronto Area. Randolph along with his father and brother is actively involved in all aspects of the family business which includes land development, rental apartment construction, condominium development and house building.
VICE-PRESIDENT – Randolph Jay Masters
Randolph Jay Masters was called to the Ontario bar in 1985. Randy practiced real estate law for nearly 20 years before joining his brother and father in their real estate development business. The company builds and sells luxury condominiums and single-family homes in the Greater Toronto Area. Randolph along with his father and brother is actively involved in all aspects of the family business which includes land development, rental apartment construction, condominium development and house building.
Randy is currently the President of the Toronto Chapter Hebrew University, director of Dream CMCC (a mortgage and real estate investment corporation), as well as an active member of Law Society of Upper Canada, Building Industry and Land Development Association, Greater Toronto Home Builders Association, and Greater Toronto Apartment Association.
VICE-PRESIDENT – Russell Reid Masters
Russell Reid Masters was called to the Ontario bar in 1988. Russell practiced commercial real estate for 12 years at Blake, Cassels & Graydon LLP (one of Canada’s largest law firms) and then continued his practice at the boutique law firm of Aylesworth, Thompson, Phelan & O’Brien. Russell joined his brother and father in their real estate development business in 2000. The company builds and sells luxury condominiums and single-family homes in the Greater Toronto Area. Russell along with his father and brother is actively involved in all aspects of the family business which includes land development, rental apartment construction, condominium development and house building.
